The Hessian Announcement Database HAD is an Internet-based, generally accessible database for publishing tender notices within public procurement procedures. The database is operated in the interest of industrial economy, skilled crafts and trades and freelancers in Hesse in order to equip procurement processes of the he public sector with more competition, transparency and efficiency.

Through the close cooperation between ministries, economy and procurement offices, the HAD is constantly evolving with a practical orientation. The HAD is not only a procurement platform, but a free contact for all technical, content-related and legal questions regarding procurement procedures.

The HAD was developed in the late 90s by the Conttract Advisory Centre Hesse because of a participation in the EC project "Simap award platform." After the European Commission had stopped the EC project, it has been continued by the Contract Advisory Centre Hesse as a project for the State of Hesse. Since 2007, the HAD has been a free service for all Hessian contracting authorities and companies in Europe. Because all national tender notices have to be published on the Had by decree, all Hessian notices are completely available on the HAD. Furthermore, important procurement rules such as directives, laws or decrees and other procurement circulars especially for the Hessian administration are updated on the HAD daily. Therefore, the HAD is also supported by the Hessian Ministry of Economics by an annual grant.
